Valley Prison teams determine your objective, equipment loadout, base stats, and access levels across Fremont State Valley Prison. Developed on Roblox by the Valley Prison group (formerly known as Valley Prison Roleplay), the game divides players into four operational factions: Inmates, the Department of Corrections, Law Enforcement, and Civilians.
Each team comes with strict server-balancing ratios, level restrictions, or specific in-game triggers required to join.

Inmate Factions and Security Tiers
Inmates begin their journey inside the facility and are categorized into tiers depending on their booking status and criminal record.
Booking and Low/Medium Security
When entering as an inmate, players initially spawn in Booking. An automated system evaluates the inmate and transfers them to the main cell blocks. In earlier builds, Minimum and Medium security were separate blocks, but game updates merged low- and medium-risk populations into unified housing. Inmates in these blocks can access the yard, rummage through trash cans for craftable components, buy food at the commissary, or interact with visiting civilians.
Maximum Security
Maximum Security houses the prison's highest-risk population. Inmates are placed here if they are booked for severe crimes (such as first-degree murder with a booking weight of 10+), if they are arrested by officers, or if they lose all lives while playing as an Escapee. Located underground, this sector has limited surface exits, fewer available utilities, and heavier surveillance from specialized guards, making riots and escapes substantially harder to execute.
Escapee (ESC)
Escaping the perimeter through vents, cut fences, or exterior walls automatically moves a player to the Escapee team.
- Spawn & Gear: Escapees spawn at an off-site hideout and receive a Beretta 92FS, a knife or shiv, gauze, a flashlight, and a corrections keycard. The hideout armory allows access to expanded weapons, with up to 34 firearms unlockable as player levels increase.
- Life Counter: Escapees have a strict pool of 3 lives. Resetting your character immediately after escaping does not deduct a life, but dying in combat or being arrested consumes a life. Losing all 3 lives forcibly respawns you in Maximum Security.
- Armor Mechanics: Equipping a plate or Kevlar vest provides +25 HP (boosting total health to 125 HP). This vest must be re-equipped manually after dying or resetting.
- Objectives: Escapees can infiltrate the facility, raid the armory, tamper with the Power Generator Room, and help locked-in inmates break out.
Department of Corrections (DoC)
The Department of Corrections serves as the primary defensive faction tasked with maintaining facility order and suppressing uprisings. Guards who repeatedly shoot innocent inmates face system penalties, including automatic conversion into an inmate.
Correctional Officer (CO)
The standard guard role responsible for general supervision, patrolling cell blocks, and monitoring perimeter fences. Officers carry a standard-issue Glock 17, an X26 taser, handcuffs, a baton, pepper spray, and a staff keycard. Experience earned on duty progresses officers through 11 job ranks, starting at Recruit (0 XP) and capping at Captain (1,350 XP).
Riot Control Team
Limited to 3 or 4 officers per server, the Riot team focuses on non-lethal crowd suppression during mass brawls.
- Arsenal: Officers carry less-lethal armaments including the Beanbag Shotgun, the Paintball Gun, and Pepper Ball weapons alongside tasers and batons.
- Combat Function: The beanbag shotgun stuns targets on contact, while pepper balls obscure an inmate's screen with red residue to disrupt their aim.
- Attributes: Members receive a +25 stamina boost to pursue fleeing rioters.
Corrections Emergency Response Team (CERT)
CERT functions as the tactical branch within the facility, deployed when inmates gain access to lethal firearms or when outside raids occur.
- Slots and Gear: Limited to 4 or 5 operators, CERT members spawn equipped with high-tier automatic weapons, notably the MP5 submachine gun, alongside a Glock 17 secondary, tasers, and zip-ties/handcuffs.
- Attributes: Members receive +20 base stamina and an additional 10% stamina regeneration rate to maintain mobility during heavy firefights.
Auxiliary Support Roles
The DoC also includes non-combat and utility roles necessary for daily operations:
- Medical Staff: Equipped with a Basic Life Support (BLS) medical kit, gauze, and pepper spray. Medical workers can inspect health values and heal wounded staff or inmates.
- Maintenance: Carries a specialized toolbox, drill, wrench, and hammer. They are the only personnel capable of repairing sabotaged lighting panels and damaged ventilation covers.
- Janitor and Canteen Staff: Roleplay-centric positions equipped with cleaning supplies or kitchen tools to maintain sanitary standards and food service.
- Director & Assistant Director: Supervisory ranks armed with sidearms and administrative keycards, holding the authority to sound facility alarms and issue broadcast warnings.
Law Enforcement (LEO)
Law enforcement agencies provide tactical reinforcement outside the prison perimeter and intercept escapees across Valley County.
State Police (FSP)
Unlocking the Fremont State Police team requires reaching Player Level 135.
- Jurisdiction: State Troopers patrol external roads and have full authority to arrest or neutralize escapees outside prison grounds.
- Server Balance: The game enforces a strict population ratio of 1 State Police slot per 6 inmates/escapees.
- Equipment: Troopers spawn with an M4A1 patrol rifle, a LEO G22 sidearm, an X26 taser, handcuffs, a baton, and a Master Keycard granting access to high-security checkpoints.
State Police SWAT (FSP-SWAT)
State Police SWAT is an elite tactical unit unlocked at Player Level 175.
- Attributes: Operators receive an upgraded base health pool of 125 HP (compared to the standard 100 HP) and 100 stamina.
- Equipment: The default SWAT loadout features an M16A4 service rifle and a LEO G22, backed by Master Keycard access and full tactical gear.
- Progression: Players level up through internal SWAT ranks using Job Points, starting as a Candidate (0 XP) and progressing toward Captain (1,485 XP).
Discontinued Teams: Sheriff's Office
Earlier versions of Valley Prison included the Valley County Sheriff’s Office (VCSO) and Sheriff’s Office SWAT. Project leadership officially discontinued both sheriff teams on October 19–20, 2025. Their map facilities, lockers, and abandoned offices remain as legacy map structures, but the teams are no longer obtainable or playable in standard servers.
Miscellaneous and Visitor Teams
Civilians
Civilians spawn outside the prison gates near the visitor center. They spawn with standard avatar appearances, visitor keycards, and basic items like food. While civilians cannot enter restricted correctional zones without escort, they can visit inmates in the visitation room or explore external map landmarks like the gas station. Combat restrictions prevent facility staff from arresting peaceful civilians, though weapon pickup mechanics have varied across different version patches.

You must reach Player Level 135 through general gameplay to unlock the standard State Police team. To unlock the State Police SWAT unit, you must reach Player Level 175.
What happens when an Escapee loses all 3 lives?
When an Escapee is killed or arrested three times, their escape run ends immediately. They are sent back into the prison and automatically respawn inside the underground Maximum Security cell block.
Can guards shoot inmates without penalty?
No. Department of Corrections officers who attack or kill compliant, innocent inmates receive administrative warnings from the system. Repeated offenses trigger an automatic team-switch, stripping your guard rank and forcibly placing you into the inmate team for that session.
Are the Sheriff teams still playable?
No. The Valley County Sheriff's Office and VCSO-SWAT teams were officially abolished by game management in October 2025 and cannot be selected.
